Core Classification Rules Under the New Regulation
1. Category K3: Legal Pedelec E-Bikes (Classified as Ordinary Bicycles, No License/Registration Required)
Only models fully meeting all below standards can be categorized as K3 e-bikes without motor vehicle management obligations:
Maximum continuous rated motor power ≤250W;
Motor only provides auxiliary power when pedaling, cuts off power immediately once pedaling stops;
Auxiliary power gradually fades and completely shuts down at 25km/h;
No independent throttle grip or acceleration button for riding.
The walk-assist push mode (low-speed power only for pushing bikes uphill) is exempted from the restriction.
Such auxiliary function does not reclassify the vehicle, so standard pedelecs with walk-assist still belong to Category K3.
2. Category L1 Moped: All Throttle E-Bikes (Regarded as Motor Vehicles with Mandatory Compliance Formalities)
Any electric two-wheeler fitted with throttle or acceleration buttons that can travel without pedaling - even if decorative pedals are installed - will no longer fall into K3 but be defined as L1 mopeds under Serbian traffic law. Qualification limits for L1 electric mopeds: max design speed ≤45km/h, maximum continuous motor power ≤4kW.
All L1 mopeds must satisfy mandatory legal requirements:
Riders need an AM driving license; holders of category B car licenses can ride directly. Applicants can sign up for AM training at 15 and pass practical exams at 16.
Compulsory vehicle registration, annual technical inspection, official license plates and third-party liability insurance.
Riders must wear certified fastened safety helmets while riding.
Prohibited from entering dedica ted bicycle lanes.
